The National Electrification Administration said over the weekend it is incorporating in the proposed amendment to the electric cooperatives’ overall performance assessment guidelines the show cause orders issued by the Energy Regulatory Commission as a demerit point.
NEA committee on EC overall performance assessment chair Xeres Adzuara issued a memorandum dated Mar. 10, 2023 which stated that a demerit of one point would be imposed on ECs which received a minimum of three show cause orders for various violations from the ERC in a year.
The violations include the non-submission of uniform reportorial requirements, failure to post an itemized breakdown of generation charges on the website, non-implementation of over and under-recoveries, imposition of rates without ERC approval, implementation of the power supply agreement pending application to the ERC and non-testing of installed electric meters.
NEA announced plans to amend the categorization process of electric cooperatives to focus on its financial performance. “I want a reflection of the true state of operations both on the technical and financial management,” NEA administrator Antonio Mariano Almeda said earlier.
