The Department of Energy issued an advisory to address concerns over the possible lack of professionals that will constitute the third-party bids and awards committee for the competitive selection process involving power supply agreements of distribution utilities.T
he agency issued a memorandum adopting and prescribing the policy for the competitive selection process in the procurement by the distribution utilities of power supply agreement for the captive market.
It said the order was issued in recognition of the fact that some franchise areas may not have enough qualified professionals. The department said registered captive customers preferably with experience in accounting, economics, law and engineering and a registered captive customer with experience in competitive public bidding could join the TPBAC.
“This will ensure that the possible non-availability of the specified professionals shall not hamper the conduct of a CSP for the procurement of power supply. This is especially true with respect to off-grid areas in the country,” Energy Secretary Alfonso Cusi said in the memorandum.
