The Energy Regulatory Commission (ERC) said it started a review on the rules on the reliability indices and outage allowance of power plants.
“We are in the process of reviewing the reliability indices. There are only certain number of days allowed for each type of technology in and out of the system whether planned or unplanned that are allowable,” ERC chairperson Monalisa Dimalanta said.
The allowable planned and unplanned outage days differ per technology, but ranges from 6.5 days to 32.7 days for planned outage and 6.8 days to 27.8 days for unplanned outages.
“We are reviewing the reliability indices based on the petition filed by PIPPA (Philippine Independent Power Producers Association) to make sure the indices are real measures of operational performance. We can then improve our monitoring tools and impose appropriate penalties,” Dimalanta said.
