ERC approves Pasay substation project of NGCP

The Energy Regulatory Commission approved the P12.9-billion Pasay substation project of National Grid Corp. of the Philippines subject to certain conditions.

The ERC, in a 40-page ruling, cleared NGCP’s option one that will directly benefit the consumers of Pasay, Las Piñas, Parañaque, Muntinlupa, Taguig and some parts of Manila, as well as commercial establishments in the area.

“The Pasay 230 kV under Option 1 will likewise support the seven existing substations that serve Metro Manila. Consequently, through the accommodation of additional demand and enhanced reliability of the transmission and distribution system, this substation will benefit several types of customers within Metro Manila,” ERC said.

The ERC said option one, or the Pasay 230 kV substation project, entailed the installation of a nine-kilometer underground cable and 11 230kV PCBs (power circuit breakers).

It said the option would cater to loads of the Las Piñas 230 kV substation by accommodating the distribution assets of Manila Electric Co. but also loads coming from Manila (Navotas) substation and loads from proposed Bataan-Cavite-Metro Manila 230 kV transmission line project.

But the ERC rejected the second option the project, which involves the development of the Las Pinas 300 MVA 230 kV/115 kV transformer bank No. 5, saying while it was cheaper, the first was technically feasible to relieve overloading of the Las Pinas transformers.

“Option one offers a long-term solution to the ever-growing demand of Metro Manila, as it allows further expansion of the distribution and transmission assets within the region. Ultimately, option one offers a long-term solution that addresses projected loads beyond 2023,” the regulator said.

Bulk of power requirements being drawn from the Luzon grid are concentrated in Metro Manila.
