The geothermal service contracts up for auction include: the 30-megawatt Mt Labo project; 27MW Daklan; 9.0MW Itogon, 17MW Puting Lupa; and 4.0MW Maricaban Island geothermal ventures.
For hydro, being set for tender are the: 320MW Diduyon; 30MW Balintingon; 0.8MW Amlan Plant C; 3.2MW Amlan Plant A; 4.8MW Hilabangan Upper Cascade; 3.0MW Hilabangan Lower Cascade; 4.5MW Maninila Lower Cascade; 3.1MW Maninila Upper Cascade; 2.1MW Tibiao; 3.0MW Dalanas; 4.0MW Sibalom Middle Cascade; 3.0MW Aklan River Lower East Tributary; 2.4MW Aklan River Middle West Tributary; 2.4MW Aklan River Upper West Tributary; 0.3MW Vera Falls; 0.2MW Palali; 0.2MW Coyaoyao; and 1.4MW Dapnan projects.
Interested applicants for these renewable energy (RE) installations are required to submit their bids in three envelopes – separately containing their legal (in envelope A); financial (in envelope B); and technical (in envelope C) proposals.
For the hydro service contracts, the application fee per project shall be P50,000 if the estimated capacity of the resource is less than 50 megawatts; and the fee will be higher at P100,000 for those with capacity of 50MW and above.
Application fee for geothermal service contracts had been placed at P100,000 per project, according to the terms set by the energy department.
“No RE application shall be accepted unless it is accompanied by a proof of payment of the application fee,” the DOE has stipulated.
The bidding date for the auction of the specified hydro and geothermal service contracts has yet to be slated by the department’s Renewable Energy Management Bureau (REMB).
Under the bidding terms, the RE applicant is likewise given the option to modify its application even after submission, provided that “the modification is made only once and received by the REMB on or before the deadline prescribed for the submission of applications.”
At bid submissions, it was prescribed that “the REMB shall open the applications in public to determine each applicant’s compliance to the documentary requirements,” and that the three envelopes containing the legal, financial and technical offers shall be opened simultaneously.
“RE applicants shall be duly informed by the REMB Supervising Assistant Secretary whether their application passed the completeness check and shall be subjected to further legal, technical and financial evaluations,” the DOE has emphasized.
For applicants who will pass the “completeness” check, they are required to pay separate processing fee of P28,850.00 per hydropower project; and P6.50 per hectare for geothermal projects within three days from receipt of the order of payment.
The DOE further noted that REMB shall complete the evaluation process within 10 working days from the date of the opening of the applications.
