The Department of Energy (DOE) issued the invitation to bid for the second round of competitive selection process (CSP) for microgrid system provider (MGSP) that will cover 41 lots composed of 85 identified unserved and underserved areas involving up to 13,548 households.

The DOE said interested bidders should submit expressions of interest to participate in the MGSP bidding on Aug. 30, 2024.

It set the pre-bid conference for interested bidders on Sept. 18, 2024, the deadline of submission and opening of bids on Oct. 8, 2024 and the issuance of the notice of award on Dec. 10, 2024

Under the terms of reference, interested bidders would construct, operate and maintain the MGSP to provide 24/7 electricity services for the households in the said areas.

The DOE said the technology offered by interested bidders should be the least-cost option in providing 24/7 electricity service and would result in 100-percent electrification in the area during the cooperation period.

It set the cooperation period for the supply and delivery of electricity services to the identified unserved and underserved areas for 20 years from the start of commercial operation.

The move is part of the DOE’s continuing commitment to enhancing the quality of life in the remaining unserved and underserved areas in the country.

The government aims to energize 100 percent of households in the country by 2028.

The DOE said these areas are viable for MGSP given their higher demand, and most of the households are not widely dispersed.

Republic Act (RA) No. 11646, or the Microgrid Systems Act of 2022, mandates the conduct of a CSP before an MGSP can serve off-grid areas.
