System operator National Grid Corporation of the Philippines set the opening of bids for the competitive selection process for the procurement of ancillary services this week.
NGCP said in a bid bulletin the submission of bids for Luzon is on Mar. 13, Visayas on Mar. 14 and Mindanao on Mar. 15, 2023. Bid opening is at 10 a.m. on Mar. 14 for Luzon, Mar. 15 for Visayas and Mar. 16 for Mindanao.
NGCP said it would conduct the bid evaluation on Mar. 17 to 22, 2023, while the deadline for post-qualification requirements is on Mar. 22, 2023. NGCP hopes to issue the notice of award on April 18.
NGCP needs qualified AS providers which can supply the grid requirements for regulating reserve, contingency reserve, dispatchable reserve, reactive power support and black start service.
NGCP, as the grid operator, is responsible for determining, acquiring and dispatching the needed AS levels to maintain power quality, reliability and security of the nationwide grid.
The Department of Energy issued Circular No. DC 2021-10-0031, which prescribes NGCP’s procurement of ancillary services.
NGCP on Jan. 26 invited all interested grid-connected merchant plants and independent power producers to apply for eligibility and participate in the competitive bidding for the procurement of AS.
