The Department of Energy said over the weekend it moved the bid submission deadline for 20 renewable energy pre-determined areas to Sept. 28, 2023 from Aug. 29, 2023.

Energy assistant secretary Mylene Capongcol said the bid date was moved “to ensure the widest participation in the OCSP4 and provide prospective bidders an ample time to prepare and submit bid proposals that are compliant with the list of application and formal requirements.”

It also set the opening of bids on Sept. 28 and the legal, technical and financial evaluation on Oct. 12, 2023. The awarding of the RE contracts will be on Nov. 24, 2023.

The agency is bidding out 20 pre-determined areas with a combined renewable energy capacity of more than 247.98 MW.

It is offering three geothermal areas for private sector development, including the 100-MW Buguias-Tinoc geothermal project in Ifugao, the 40-MW Mabini geothermal project in Batangas and the 20-MW Mt. Sembrano geothermal project in Rizal and Laguna.

The agency is also offering 14 hydro areas for the private sector to develop. These include the 5-MW Tinoc 4 hydro, 16.2-MW Alilem hydro, 4.2-MW Sibalom (upper) hydro, 15-MW Main Aklan hydro, 0.5-MW Basak II hydro, 4.5-MW Sawaga hydro and 1-MW Davildavian River hydro.

Also offered are the 16.3-MW Carac-an hydro, 4-MW Ruparan hydro, 5.65-MW Canayan hydro, 7-MW Three Rivers hydro, Catuiran (upper cascade) hydro, 3.6-MW Langaran hydro and 1.71-MW Baua hydro.

The DOE is offering four wind projects with yet to determine capacity for development including San Jose wind in Nueva Ecija, Pantabangan wind also in Nueva Ecija and Bagac wind power project in Bagac, Bataan.

Energy Undersecretary Rowena Cristina Guevara earlier said OCSP 4 is an investment promotion mechanism where potential areas for RE development or pre-determined areas will be offered to private investors.

“These PDAs have sufficient technical data for geothermal, hydropower and wind energy,” Guevara said.
